Call to Order* 7:03
Police Report, Commander Weeks, Ventura Police Department
Crime map: DV offenses removed; no patterns; a few res. burglaries. Suspect on Wolverton caught on Ring camera and arrested.
Sara: what is the extortion/blackmail? Cdr Weeks thinks it was fraud or social media/internet fraud. Warns to be careful with fraud texts. Typical “we have an incomplete address to deliver a package, click here…” Don’t click.
Ken S.: re Ring cameras—is that a slam dunk when someone is seen committing a crime? Cdr Weeks encourages people to have Ring cameras in the home.
Vicki L: asked when Blackburn will be reopened. Unknown; the road is currently used for supplies delivery.
Ken S: our neighborhood streets are not included on the crime map. Cdr Weeks: crime map on the dept website under crime info.

District 4 – Council Member Jeanette Sanchez-Palacios
Main St. Moves, council voted to continue with Main St. closed for now until the EIR comes back to council – 95% completed. This week: short-term vacation rentals. A lot of changes came about, main ones: moving forward, anyone with more than 2 permits SCVR. Future only one permit will be allowed. There will be a wait list rather than a lottery. Pierpont area is most impacted.
Elections have not been officially signed off yet, but preliminary congrats go to: Ryan Schumaker District 2, Doug Halter District 3. District 7 Alex Mangoni.
2/1/25 goal-setting meeting—council will discuss and take on any new goals the community wants.
The city received another grant for large scale water recycling program – $60M. Ventura Water Pure project. In addition to the $30M already received.
Julie: asked how the EIR will impact open/close Main St.
JPS: Also waiting for a Ventura Supreme Court decision. City sued by some who want Main St. opened. EIR is informational to help make a more informed decision. Even if they rule against the city, it will probably take 6-8 months to open Main St. (unless the judge says immediately)
Saticoy Food Hub requested a link for the goal setting meeting. JSP: once the date is confirmed JPS will share with all.

Election of Officers
Sara is willing to continue as chair for the next year. She was appointed mid-year so this will be her final year. Dean nominated Sara, Sheila seconded. Motion passed. Vice-Chair: Daniel Chavez of Saticoy Food Hub nominated by Sierra Doehr, Dean seconded. Daniel has not been a member for six months. Dean offered to stay on until he meets the requirements. Recording Secretary: Sheila nominated Ann Posakorny, Dean seconded. Motion passed. Corresponding secretary – no nominations. Treasurer — Dorothy Bailey will continue.

Ashdon and Lauterbach Developer of Project at Wells and Darling. “East Village Center.”
Larry: Showed PowerPoint slides illustrating the 4.72 acres at the southeast corner wells/darling. There will be three segments:
Residential – 49 units, 1, 2 br, affordable, with amenities. 3 stories, tuck under and podium parking under the building. 2nd level has two large courtyards with fitness center 2,000 SF community meeting room with kitchen, and 2 smaller meeting room areas. Bbq pits on second floor. 3rd floor looks down onto interior courtyard. Mail center in building.
Neighborhood market integrated with carwash. Market has a deli, meat and poultry, fresh produce, coffee/drink bar, other refrigerated sections, etc. “It’s not a convenience store.” 6845 sf.
Retail motor services, Alt fuel (EV, diesel, gas), carwash
Retail units: “healthy food option,” and 1700 SF to be determined, Starbucks
Mark: connectivity from exiting neighborhood – connected through sidewalks, bike paths, and other types of connection points. Parking spaces. Opening Snapdragon and adding parking. New entrance/exit at center of building. Wells bike lane extension, deceleration lane into Darling. On Darling, a right out lane, a straight or left turning lane, right in lane.
Larry: Starbucks came up in E. Ventura more than once—second to grocery store.
Grocery: this has been researched ‘forever.’ Economic Development Dept of Ventura shared their research on groceries. They superimposed a 45k SF grocery plan and 300 cars. That fits with no other merchants. The grocery stores want to be in a center with other merchants.
How many parking spaces for the residential? 1 space for 1 BR, av 2 spaces for 2 units.
Impact on Wells Rd.
All has to go through planning commission and city council if it gets that far.
Street improvements of $2M
Alternate fuels – EV recharging stations, gasoline, diesel
Market: sandwiches, cold cuts. Beer and wine.
There was a great deal of discussion in the chat and through Q&A.
Lauterbach was excused and further community discussion continued.
Next Meeting – January 16, 2025 – Maybe in Person/Hybrid?
